There are only two, possibly three, justifiable ways in which such an event can arise. Here is a sample story about one of those ways.
Death Camp
It was supposed to have been a brief visit back to the home country when Candy Lee returned to China for her great uncle's funeral. Being the only younger member of the family in San Francisco who had kept some respect for "the old ways" her aged parents had asked to go and represent them all.
The funeral had gone well and Candy has no suspicion of how that would be the last comfortable time in her life when her distant cousin asked her to carry some gifts back to America. Although many people in the rest of the world saw America as a land of hope and opportunity few realized the desperate plight of many of its people the never-ending search for wealth, the terror of ill health, the constant undercurrent of racism. Candy was no different in this respect and jumped at the chance of earning $10,000 to carry the "gifts" back to her cousin's "friends" in America. He reassured her that there were no problems at Chinese customs, he had a "friend" there to give her free passage.
It was the latest chicken 'flu which condemned Candy to death. The friendly customs man wasn't there that day - he'd been drafted into chicken slaughter nearby and an enthusiastic new customer trainee was eager to show her skills in identifying smugglers.
A week later Candy was condemned to death by the Chinese court for knowingly carrying over a million dollars worth of drugs, with her fingerprints all over the packets of powder there was never a hope of appeal. There was no sympathy from the American embassy nor from her family. Shaking with terror and despair Candy was led from the court to the distant prison in the provinces.
Candy expected every horror to befall her. Chinese executions were known to take place swiftly after final judgement and she knew from talk with other prisoners that the condemned were often used for the pleasure of the guards. However, Candy was surprised that she remained unmolested, other prisoners even thought that perhaps she would be pardoned or at least given a long term of life instead of death, cursing the fact that she was American.
When she arrived at the distant prison Candy was introduced to the Governor. He took a brief, look at her naked in the prison's showers before signaling the women guards to continue. Silently Candy allowed her to be shackled naked. "Here it comes," she thought hopeless, "the gang bang." Instead a nurse arrived and smothered her face with a scented gag, and Candy passed out.
